Community Development

The Community Development Department is tasked with overseeing the City's comprehensive development plan, capital facilities plan, development regulations and standards.  Community Development provides support staff to the Planning Commission which consists of five (5) members of the community that are appointed by the Mayor for four (4) year terms. The Planning Commission reviews and makes recommendations on all development standards and policies to the City Council for adoption.

 
Building Department
The Building Department is managed by a Director and supported by a Building Inspector. This section does plan review, approval and inspections for all the City's permitting needs. 
 
Building Permits
Building permit forms are available on the website under Community Development Document Library or may be obtained at the Community Development office located at 407 Birch Ave. SW, Napavine WA.  Please allow up to two (2) weeks from the time you submit your permit for processing and finalization.  Two (2) sets of plans and supporting documents need to be included in the permit application package. Incomplete applications will cause delays.
 
Building Inspections
Inspections take place only on Tuesdays, Wednesdays and Thursdays of every week.  To arrange an inspection please call 24 hours prior to your requested inspection date and time at 360-262-9344 ext. 241 where you must leave a message stating your permit number, your name, site address, phone number and the requested date and time for inspection.

The City of Napavine offers online permit payments using a third-party vendor All Paid, which provides fast, easy and secure method of payment anytime, anywhere with a credit/debit card or electronic check (Echeck). There are fees for this service. If using a credit/debit card a 4.00% fee of the transaction amount with a minimum of $1.00. If using an Echeck a flat fee of $1.50.
