Mission Statement:
The City Clerk-Treasurer's Office will provide the citizens of Napavine with a variety of services in the most efficient and effective manner possible. Clerk-Treasurer's staff is dedicated to provide quality customer service with honesty, integrity and flexibility. We value a positive attitude, trust, initiative and compassion with a high standard of professionalism and open communication.


Responsibilities:
The Clerk ensures the safe-keeping of all official city records, provides public information and services, and coordinates all functions of the city with the Mayor, city council, other city departments and staff.

The Clerk is a direct appointment of the Mayor.

Responsibilities:
The treasurer performs financial oversight, planning and administrative duties, with responsibility over the City's budget, accounting, auditing and related financial operations. Administers city banking, investment, cost allocation, asset and debt policies; manage city's finances to provide for general obligation debt, revenue debt and local improvement districts; prepares and maintains financial accounting, database projections and information files. Performs complex accounting procedures to reconcile City accounts and financial records with outside state and federal agencies, banks and financial institutions. Provides financial reports, audits, and financial assistance as requested to City departments and state agencies. Prepares bi-weekly payroll and all associated reports, prepares quarterly payroll and financial reports. Maintain investments for all funds, purchase and withdraw investments as needed, reconcile investment statement with investment reports.  Prepares daily bank deposits, reconcile bank statements; maintain accounts receivable records and perform necessary follow-up on collections, process accounts payable and provide reports to council. Monitors state and federal grant projects for Public Works and other programs.

City of Napavine Business License 

The City of Napavine requires a license for all businesses if they are located within city limits, or conducting business within city limits.

On April 18, 2019, the City of Napavine partnered with the Washington State Department of Revenue’s Business Licensing Service (BLS). This combined licensing system makes it easier to connect state and local requirements in one annual transaction for most businesses.

Temporary (one day) / Special Events / Solicitor's / Vendor Business Licenses applications will continue to be processed through the City of Napavine's Clerks Office Monday - Friday 8:00 AM to 4:30 PM.

The convenience fee is 4.0% of the transaction amount for the use of a debit/credit card with a minimum of $1.00. An echeck may also be used with a fee of $1.00.
